It's difficult to say something about this that isn't already apparent. That's just the sort of image it is - it's right there. In your face. Khan naked, tied up and censored by a big cartoon bow.
Let's try to look at the smaller details that aren't anything to do with Khan's genital region. Like how the artist has tastefully hidden the feet in piles of ripped paper to avoid drawing them. How is that bow attached anyway? It doesn't look like there's actually anything behind it. Perhaps Khan's genitalia is, in fact, a bow? I'm losing it now.
As a side note, this image was posted to the #LegionofKhan club on DA, who apparently grade their members on a five-point scale of how dedicated they are to their bow-penised overlord. It goes as thus;
