That "baloonian" remark isn't a quip about the giant tits - the artist's comment on this piece actually goes into two paragraphs of detail about this fictional race of big-bosomed cartoon alien women. It doesn't really specify if every baloonian is shrink-wrapped in plastic as Star seems to be, though it does mention that "with the telekinesis she can move objects with great force or a minor nudge". She probably uses it to keep those ginormous knockers from dragging along the ground like an ape's knuckles.
Look at that muscle structure. Just look at it. I have no idea what is going on with this body. Star seems to have used her powers to move all of the fat in her body to her breasts, thighs and lips - unfortunately it's left the rest of her as a shrivelled husk. (Except her shoulders, which look kinda like two big blue zits and I'm just pawing desperately at the screen trying to pop them.)
